In a metaphorical and grotesque form, the film conveys the history of Russia from the calling of the Varangians until the end of the 20th century. The film traces the change of the “chiefs” of the county town of Glupov, which differ in varying degrees of tyranny and the corresponding total number of “killed” city residents. The heads of the city easily guess the former heads of the Russian state and the USSR.

Bacteriological weapons were created in the laboratory of Japanese General Ishii Shiro. Experiments were conducted on prisoners of war and political prisoners. Epidemiologist Dmitry Sokolov was assigned to solve the mystery of this laboratory. At the cost of his own life, he completed the task. The march of Soviet and Mongolian formations through the Gobi sands and the Khingan spurs was not only a brilliant military operation, but also a warning of the use of bacteriological weapons by Japan.

Summer of 1943, the current of the front. In one of the fierce battles, a T-34 tank is hit. The tank commander Sasha Menshov is seriously wounded. After treatment in the hospital - again the front. On the eve of the big battle there was an order not to enter the battles, to save forces. However, the continuing daring sorties of the fascist tank, which set fire to Menshov's car, lead him to the decision to destroy the German ace. In a duel with Menshov's combat crew the enemy machine is destroyed. This victory was like a prologue to the famous defeat of Hitler's hordes in the tank battle of Prokhorovka.
