The movie takes place again in the fictional Wangan Station of the Tokyo Metropolitan Police Department the once empty space within Wangan's jurisdiction has become a popular tourist attraction. When a string of murders of company execs begins taking place, Aoshima jumps at the opportunity to pursue something other than his current case, which he finds less than inspiring. However the powers that be have other ideas, and Wangan again plays host to a special investigation team from headquarters. Aoshima's friend Superintendent Shinji Muroi, assigned by headquarters to assist Okita, is again powerless to help the local officers as decisions are made by the higher ups.

One day, Narumi arrives in Tokyo and learns of Noriko's affair, but he cannot divorce her for the sake of their child, so he devotes himself to his work.

Directing from his own screenplay is Nishikori Yoshinari of Railways. Saito Manabu (Komoto Masahiro) operates a ranch on a mountain and worries his son Tatsuya (Ishikawa Raizo) has been making a habit of skipping Kagura practice. Then Manabu learns his alma mater elementary school will be closed down.

As Japan joins in a political pact with Nazi Germany and fascist Italy, Admiral Isoroku Yamamoto is appointed supreme commander of the Japanese fleet. With Japan headed inexorably toward war, Yamamoto, despite his misgivings, believes the only possible victory lies in destroying the American fleet by surprise at Pearl Harbor. The attack succeeds, but fails to sink the American carrier fleet. Thus Yamamoto must lead the Japanese navy into war with ever-diminishing likelihood of success.
