In 1914, sixteen year old Roger returned home from boarding school during vacation to find his puberty hit hard in a house filled with beautiful women. These women have previous engagements with other men who are away, and during this time, Roger impregnates them all, including his aunt and sister, then devises plans to cuckold the men.

Near the end of World War II, General Dietrich von Choltitz receives orders to burn down Paris if it becomes clear the Allies are going to invade, or if he's unable to maintain control of the city. After much contemplation, Choltitz ignores orders, enraging the Germans and giving hope to various resistance factions that the city will be liberated. Choltitz, alongside Swedish diplomat Raoul Nordling, helps a leader organise his forces.

At first, Nero cuts taxes and introduces successful programs and invades Brittania. Soon he meets a beautiful slave named Claudia Acte, and marries her, throwing off his engagement with Claudius' daughter, Claudia Octavia, telling her she can marry someone she will be happy with. Heartbroken, she arrives at an island and kills herself. Nero enjoys being married to Claudia Acte, but soon he gradually goes mad with power and sets fire to Rome.

Little by little, the Count's manipulations are exposed, and the women play a decisive role in the denouement.

The title of this French "reality" drama, which translates to Before the Deluge, is a play on Louis XVI's famous prognostication, "Apres moi, le deluge." Avant le Deluge was one of a group of films cowritten by director Andre Cayatte and Charles Spaak which endeavored to explore the touchy social issues of the day: others in the Cayatte-Spaak canon include the euthanasia-themed Justice est Faite and the capital-punishment tract Nous sommes tous des assassins.
