The unsolved case is called Case 64 ('rokuyon'). 2002: Yoshinobu Mikami, who was the detective in charge of the Case 64, moves as a Public Relations Officer in the Police Affairs Department. His relation with the reporters is conflicted and his own daughter is missing. The statute of limitations for the Case 64 will expire in one year. Then a kidnapping case, similar to the Case 64, takes place. The rift between the criminal investigation department and police administration department deepens. Mikami challenges the case as a public relations secretary.

While Mita fully understands the risk of triggering a deadly clash with Kyowakai, Okada and others, dissatisfied with Marugami-kai’s stance, launch a surprise attack on the Fujishiro-gumi, a group operating within Kyowakai's territory—igniting an explosive confrontation.

Vice Chairman Shinji Wakamiya (Kazuyoshi Ozawa) discovers that the day before Kanou was killed, Daisuke Sakai (Daisuke Nagakura), Chief of the Fourth-Generation Sakata family, met with Eiichi Konkai (Eiichi Furui) of the Sakuraba clan. After extracting the truth from Konkai, Kanzaki goes after Sakai—but Sakai and his men are headed for Kanou's gravestone...

The tension between both sides rapidly escalates — following emergency surgery, Kanzaki narrowly escapes death. Then, at Kawaji's command, the battle finally ignites!!

Led by Executive Director Takeshi Kanzaki (Hitomi Matsuda), the Souryukai is designated under the Anti-Boryokudan Law, prompting Umezawa (Hoka Kinoshita) from the Osaka Prefectural Police to conduct a raid. Upon receiving the news, the Daitoua Union demands a response from the Fourth-Generation Sakata family. In the midst of this, the retired Third Generation head Tatsuichi Kuroki (Jiro Dan) suddenly collapses and falls into a coma. His biological son, Kanzaki, goes to see him...

The Tohoku conflict erupts over a succession dispute within Aomori’s major Shinno organization, the Shobugawa-ikka. Kyowakai direct affiliate Himuro (Yasukaze Motomiya) heads to Akita to quell the escalating violence, but an attack on Shin’yukai chairman Hirakawa (Hitomi Matsuda) plunges the situation into even deeper chaos. As Himuro tracks the movements of Norisaka, head of the Norisaka-gumi of the Shobugawa-ikka and the mastermind behind the unrest, the conflict shows no sign of slowing—pushing the Tohoku war toward a critical turning point.

With the death of Nobuhide Oriki (Tokuma Nishioka), a brutal succession battle erupts within the Oriki-gumi. By vote, Nobunaga (Hitoshi Ozawa) becomes second-generation boss, forcing his brother Nobuyuki into rebellion. In the bloody aftermath, Nobunaga kills both Nobuyuki and his relative Nobuyasu Iwasaki (Hitomi Matsuda). Tragedy deepens as his right-hand man Masahide Hirako (Jiro Okazaki) takes his own life, and his father-in-law Michizo Saimon (Shinzo Hotta) is assassinated in a coup. Now as boss, Nobunaga sets the underworld in motion once more: Ujiyasu Nanjo (Sansho Fukami) rises in Kanto, Motonari Mōriya (Shinichi Chiba) expands in Aki, and in Nagano the fated clash of Kenshin Uemura (Ryuji Harada) and Shingen Takebe (Shun Sugata) begins. But the greatest threat comes from Yoshimoto Imanishi (Naoya Makoto), leading the invasion of Owari. The “war of the elephant and the ant” is about to reach its endgame.

The fall of Yoshimoto Imanishi spreads Nobunaga Oriki’s (Hitoshi Ozawa) reputation across Japan. In Omi, he forges a brotherhood oath with Nagamasa Asakawa (Daisuke Nagakura), further extending the Oriki-gumi’s influence. Alarmed, National Police Agency Director Ichijo (Masahiko Tsugawa) orders their destruction. Meanwhile, Ieyasu Tokusawa (Yasukaze Motomiya) abandons the Imanishi-gumi, declaring independence as the Tokusawa-gumi. Upon learning this, Nobunaga extends his hand, joining forces with Tokusawa in pursuit of nationwide unification. Elsewhere, Yoshiaki Ashitaga (Kazuyoshi Ozawa), ousted from the Murohachi Alliance, seeks to rebuild it, turning to Shingen Takebe (Shun Sugata) for aid—but is coldly passed around. And from Fukui, Mitsuhide Akashi (Mikio osawa) of the Amakura-gumi moves the pieces of the board, pulling the Oriki-gumi into the next great upheaval.

The yakuza world has entered an age of war. In Owari, Nobuhide Oriki (Tokuma Nishioka) pushes for unification, while his son Nobunaga (Hitoshi Ozawa) seizes territory by force. Suruga boss Yoshimoto Imanishi (Naoya Makoto) launches an invasion, sending Ieyasu Tokusawa (Yasukaze Motomiya)—but he’s abducted by Nobunaga’s ambitious younger brother, Nobuyuki (Masaki Nishimori), who is soon captured himself. A truce is struck with a hostage exchange, but when the Imanishi underboss turns up dead, peace collapses and war erupts. Meanwhile, Michizo Saimon (Shinzo Hotta) of Mino, dispatching young Hitoyoshi Toyoumi (Hideo Nakano) on a dangerous mission.

Set against the backdrop of Kumamoto and Aso, Washichiro makes a final, intense run! This final installment of the series features a glamorous cast, including the heroine Miu Nakamura, regular member Shingo Yanagisawa, as well as Tatsuo Umemiya, Kiyoko Suizenji, Jun Nagasawa, Okada Masuda, and others, who help make the conclusion spectacular!
